The bottom line is that the Hilo boys’ plan to make sure that urban Hilo has at least three seats on the County Council for the next ten year, and the possibility of a fourth “Hilo/Upper Puna” District seat is making great progress to be approved by the Commission! So if you are in favor of a Hilo dominated County Council for the next decade – rest assured – the Commission is embracing just such a lop-sided redistricting Plan. Also if your preference is to eliminate Hamakua as an independent “rural” District, you will be happy to hear that is also part of their chosen plan, now called “Plan 46”. Likewise if you think it is a good idea to break up the South Kohala – North Kohala District 9, that maneuver is also part of the Hilo Boys’ Plan 46. (According to Plan 46, Waikoloa would now be part of a Kona District 8 that extends into downtown Kona – and District 9 would now wrap around from North Kohala to Honoka’a.)

Hilo centric “Plan 46” made its entrance at the Hilo October 21st hearing –after all public hearings were concluded and without ever having been available on line — and it still is not available on the County Redistricting site. (However if you may notice this Plan 46 is similar to original Plan 17 – -the Plan that was the most opposed at the public hearings…
