Updates on the Live Streaming Conversation… Calling the BS NOW!

So now I get the following email from Goodenow telling me why something can’t be done. He sent me the PDF File that he talks about, but I can’t link it from my email right now for some reason.

Mr. Tucker,

Please see the attached Department of Human Resources. I’ve already been through this before, but I thought I check again. I have also been told by HR the following:

1) In the case of video-streaming the law hasn’t caught up to the technology yet. Podcasts and webcasts are now mentioned as falling under the ADA requirements for accessibility.

2) The County of Kaua ‘i had a lawsuit filed against them based on Communications Access because transmission of County Council Meetings was not captioned. There was a judgment against County of Kauai and now everything they do is captioned.

Thank you again for your comments. Again, if you think you can provide the services for less, I encourage you to participate in the next RFP.

Thank you,

Ken Goodenow

They just don’t get it!!!

Of course the Site itself needs to be ADA Compliant. But they can run a Live Stream through the Site.

Olelo runs the County MEETINGS… Na Leo Could as well and it wouldn’t cost that much!

Sheesh People Try Open your dang eyes!

Matter a fact… why don’t I just post them to my site (sorry the formatting is so screwy as I’m just taking the links from another site now some links don’t work due to this format but the videos are there):

  1. I covered the Kaua`i ADA lawsuit extensively at the time in a series of PNN articles and here’s the skinny.

Dick Miller, who was hearing impaired, sued the county to provide captioning for meetings already being cablecast but there was never a “judgment”, only a “consent decree” signed by Dick and the County to close-caption meetings (actually they are so incompetent that can’t do closed captioning reliably so they do open captioning). However the decree was just between the county and Dick, not the hearing impaired community as a whole so as soon as Dick died the consent decree was null and void. They still however caption the meetings.

While DCAB did “advise” them to caption, DCAB has no regulatory function and is advisory in nature and when asked they always advise for the maximum service to the disabled community.

I’m not sure of HI county’s set up but it can’t be any more than literally flipping a switch to live stream, especially if they are already posting them on line on demand. There may be a very minimal set up cost- the cost of some connectors- but it’s just a matter of making a connection from the site where the meetings are being “recorded” to the head end of the cable access system.

The county contracts with a firm in O`ahu and they caption it live, fairly cheaply (it was about $125 an hour hears ago I’m not sure how much it is now). It’s done over phone lines.

The most galling thing on Kaua`i is that the administration’s IT head, Eric Knudzen is now posting planning and police commission meetings and planning live streaming soon. But the council, which is set up as an agency that is independent of the administration, won’t allow Knudzen to set-up their live streaming or even posting under his auspices.

  2. What was the lawsuit filed against C.O.K.?
